Helper App: Sloup Installer

Although Sloup cannot currently transfer files directly via TCP (internet via NIE), Sloup 2.0 (or 1.9) can process a Sloup-format file that has been transferred by Newt's Cape (text/plain MIME type). This version of the example requires Sloup 2.1 (due to name change).
